Step 1. Choose How You Want to Apply

Before you can live and work in Canada, you need to choose how you’d like to apply for a Provincial Nominee Program. You may apply to the MPNP in one of two methods. Firstly, you can submit an Expression of Interest (EOI) to Immigration Manitoba directly without using the Express Entry System.

If the MPNP issues a Manitoba nominee certificate, the applicant can then use Express Entry to submit an application to become a permanent resident of Canada by making a new profile and submitting their documents.

As an alternative, those who want to enter Manitoba through the MPNP, might begin by making a Canada Express Entry profile that formally declares their desire to enter Manitoba. By inviting the potential immigrant to submit an EOI to the program, the Immigration Manitoba Provincial Nominee Program may send the applicant a Notification of Interest (NOI) via Express Entry.

Step 2: Choose a Stream

There are four streams for you to choose from:

  • Skilled Workers in Manitoba (SWM)
  • Skilled Workers Overseas (SWO)
  • International Education Stream (IES)
  • Business Investor Stream (BIS)

There are two immigration streams under the heading of "Skilled Workers in Manitoba" that are aimed towards those with work experience or job offers in Manitoba. Graduate Internship Pathway

The Graduate Internship Pathway offers master's and doctoral degree graduates from abroad, including speedier nomination pathways through internships that support industry innovation in Manitoba. There are certain internship post-grads can undergo which will fast-track their application. For example, a competitive program called the Mitacs Globalink Research Internship, is available to international undergraduates. They won’t need a job offer if they did an internship in Mitacs in Manitoba.

International Student Entrepreneur Pilot

Up to 20 overseas graduates of Manitoban universities will have the option to pursue business rather than employment, thanks to the International Student Entrepreneur Pilot. The candidate is nominated for permanent residency once they fulfill the requirements of their Business Performance Agreement.

Business Investor Stream (BIS)

Manitoba is able to identify and nominate suitable business investors and entrepreneurs from all around the world - especially those who have the desire and capacity to launch or buy firms in Manitoba through the Business Investor Stream (BIS).

Two routes are available:

Both the Entrepreneur Pathway and the Agricultural Investor Pathway are available to candidates who want to start a business in Manitoba. The Farm Investor Pathway is for those who want to start and run a farm operation in rural Manitoba.

Entrepreneur Pathway

The Entrepreneur Pathway enables Manitoba to identify and nominate suitable business professionals from all over the world who have the desire and capacity to relocate to Manitoba. Moreso, if you can launch, buy, or join forces with an existing company after entering Canada on a temporary work permit, then even better.

A Business Plan is necessary and must be included with the application. An applicant might do a detailed study on their potential business investment or proposal during a business research tour.

Manitoba Farm Investor Pathway (FIP)

The Manitoba Farm Investor Pathway is aimed for seasoned farm operators and owners who are ready to contribute to the start-up of a new farm in Manitoba. The Pathway is for people who want to start and run a farm operation in rural Manitoba, and have proven experience in the agricultural industry as well as the funds to invest.

It is anticipated that successful FIP applicants will develop a farm operation in rural Manitoba that will produce primary goods compatible with the region's present agricultural sector. The business model and investment must be compatible with provincial statistics and pertinent to Manitoba's agricultural sector. Operations in the agribusiness sector that do not produce primary goods may be eligible for the Entrepreneur Pathway.

Step 3: Gather Your Documentation

What documents you need will depend on which stream you apply for. Many of these programs require you to proof your funds, for example, but the amount will change depending on your program. It is very important that you check the requirements and the supporting documents needed. You will receive an application kit that will break down everything you need, but these are some examples of the general documents you should have:

  • Passport copy

  • Declaration of Intent
  • If you have visited Manitoba, proof and report on an exploratory visit
  • Submit details of an intended business venture
  • Documents of your spouse
  • Documents of your dependent children
  • Education and language information
  • Proof of ties and relationships in Manitoba
  • Employment information / Business Ownership/ Work Experience
  • Financial records and bank statements

  • Medical clearance
  • Police clearance
  • Settlement plan

Step 4: Submit Your Application

Submit your Expression of Interest, or indicate on your Express Entry profile that you want to move to Manitoba. You’ll receive a Notification of Interest from Manitoba. You must submit an application for permanent residence through to Immigration Refugee and Citizenship Canada (IRCC).

When a candidate for immigration receives a nomination from Manitoba, his or her Express Entry profile is immediately updated with the nomination certificate, giving them an extra 600 points in the Express Entry Comprehensive Ranking System. The applicant should receive an Invitation to Apply (ITA) for Canadian Permanent Residency during the upcoming Express Entry draw, thanks to this large rise in CRS score.

Within 60 days, the whole application, supplementary paperwork, and fees must be submitted. After receiving the permanent residency (PR), you have a set amount of time to relocate to Manitoba.
