Note that, in this Express Entry draw no minimum Comprehensive Ranking System (CRS) score was required for either stream.
So far, 2018 has been a very busy year for Ontario immigration. The province has issued 652 Notifications of Interest (NOI) in the Skilled Trades stream. And a further 438 in the French-Speaking Skilled Worker stream.
In addition to that, since the beginning of 2018, the province of Ontario has issued 2,587 NOI’s to Express Entry candidates in the Human Capital Priorities stream.

Ottawa immigration will relax its restrictions for applicants with disabilities so the demand they pose on Canada’s medical and social services would not prevent them from immigrating to the country. Over 1,000 permanent and temporary resident applicants are found to be medically inadmissible due to “excessive” demand on health care and social services.
Immigration officials said that in 2015, due to the strict medical immigration restriction, only 0.1% of all publicly funded health spending was saved. Last December, the parliamentary immigration committee released a report recommending the government lift the “excessive medical demand clause” in the law.
On Monday, May 07, 2018, the Canadian Immigration Minister, Ahmed Hussen announced that the new law will come into effect as of June 1, 2018. Canada will now update the 40-year old policy that placed restrictions on potential immigrants with disabilities from migrating to Ottawa, Canada.
The current policy states that Foreign nationals are inadmissible if their medical condition ‘might reasonably be expected to cause excessive demand on health or social services.’
In 2008 Luzviminda Alicbusan’s dream of migrating to Canada to work as a live-in caregiver became a reality. The hard part was leaving her family back in the Philippines, especially her son who has a mental disability.
Two years later she applied for permanent residency and was denied because of her son’s disability.
“Why are they doing this to us, what did we do wrong?” she asked. “Is having a child with a disability a crime?”
The Canadian government is “undertaking a fundamental review” of the Ottawa immigration policy. Hursh Jaswal, a special assistant in the Ministry of Immigration, Refugees, and Citizenship is quoted as saying.
“We understand the concerns raised by families looking to make Canada their home who are faced with this situation,” he said. “Our goal is to find the right balance between welcoming new members into Canadian society through a fair and supportive immigration system while also protecting our publicly funded health and social services.”
A spokesperson for the Caregivers’ Action Centre Anna Malla, says she is struggling to make sure that caregivers are given permanent residence as soon as they arrive.
“The fact that caregivers have to leave their families right from the beginning is the main problem,” she said. “People, who come here as caregivers to care for other people’s family members who are sick and disabled are then not allowed to bring their family members? That’s ironic and discriminatory.”
In the current policy, a person with a disability is inadmissible if their medical demands exceed the annual health-care cost of $6, 655. The new changes propose that the new cost limit is set at $19, 965 for a person with a disability to be considered inadmissible.
“This is better than nothing, but we don’t understand why there is still a cost threshold. Disability can happen to anyone, anywhere, anytime,” according to James Hicks a member of the Council of Canadians With Disabilities. Who has lived with juvenile arthritis, a condition that was diagnosed when he was only 9.
Speaking to the press in Ottawa, the Canadian Immigration Minister, Ahmed Hussen revealed that the changes are in line with the government’s plan to create a more inclusive Canada.
Hussen was quoted as saying, “the medical inadmissibility provision was out of step with the values of Canadians. The changes we are announcing today are a major step forward in ensuring our immigration system is more inclusive of persons with disabilities, and reflect the values of Canadians”.
“The provision did not adequately account for the contributions made by the entire family just because a family member has a disability,” he added.

There has been a steady growth in the number of immigrants and refugees who now live and work in Atlantic Canada. Calling the Atlantic region home, from New Brunswick to Nova Scotia to Prince Edward Island to Newfoundland and Labrador, enjoying its Maritime lifestyle, strong Celtic culture and rugged coastlines complete with scenic lighthouses and the odd iceberg.
Yet the numbers are not quite there yet. Provincial governments in the region are calling for more newcomers.
The 2016 Census report shows an overall decline in the population of the region, with some areas portraying negative growth. In 2014, the number of deaths exceeded the number of births in Nova Scotia, Newfoundland and New Brunswick, and it didn’t have sufficient immigration to offset that negative trend. Atlantic Canada has Canada’s lowest birth rate, highest median age and often sends more residents to other parts of Canada than it takes in.
Despite the negative population growth, some have questioned the need for more people because of the region’s typically slower economy, with a higher unemployment rate than the rest of Canada. But employers in the region have struggled to fill labour gaps, often looking to hire from abroad.
The Atlantic provinces’ provincial nominee programs (PNPs) have been the main tool used to welcome new permanent residents, but, given the program caps the number of immigrants allowed, provincial leaders started calling on the federal government to help them do more to attract more immigrants to the region.
All four provinces have developed immigration streams that help employers recruit workers from outside Canada. In 2017, the federal government established the Atlantic Immigration Pilot, a three-year experiment that gives business a lead role in deciding who can settle in Canada.
The hope is that the new program will convince workers from abroad to put down roots.
Employers can recruit internationally without going through a lengthy approval process that requires advertising for Canadian workers, but they must develop a settlement plan to help employees adjust to Canadian life.
The bonus for workers is that they can bring their families with them immediately and they are fast-tracked for permanent resident status. The Atlantic Immigration Pilot can significantly reduce the number of years it takes a foreign national to become a permanent resident of Canada.
As of Feb. 1, 2018, almost 900 employers in Atlantic Canada were approved to participate in the program; more than 1,000 employees had either applied for permanent residence through the pilot or were preparing their paperwork to do so; 150 applications for permanent residence had been approved.
A research by Saint Mary’s University reveals that immigrants in Atlantic Canada earn more than Canadian-born skilled workers who live in the region.
A profile of immigrant tax filers in Atlantic Canada published by Dalhousie University professors Yoko Yoshida and Howard Ramos found that immigrants to Nova Scotia, New Brunswick, and Newfoundland were more likely to be employed and earned higher wages than the average immigrant in Canada who landed at the same time. Immigrants to P.E.I. were below the Canadian average, as were spouses of primary applicants and refugees.
Irving, Atlantic Canada’s largest private company, has been recruiting overseas for a long time. Employees in its giant IT center come from 14 different countries and make up 11% of the staff. There are scores of foreign-born workers in its forestry, trucking and manufacturing divisions. The company also aims to hire more than 8,000 people over the next three years.

It is for a good reason why Immigration, Refugees and Citizenship Canada (IRCC) has built into its site a strong warning about using Immigration Consultants or Representatives. Though there are a number of legitimate ones out there, make no mistake immigration fraud is real.
Many are just frauds who take your money and run. There is no guarantee that those consultants who are registered with Immigration Consultants of Canada Regulatory Council (ICCRC) are all completely honest.
Beware of anyone who makes claims that sound too good to be true, and those who ask for very high fees, especially if they want payment in advance.
If you do a Google search about immigration to Canada you will get hundreds of sites that all look very official. Some will even have the appearance a Canadian government website but in reality, they are not.
Protect yourself, If the offer seems too good to be true it probably is. Here is how to prove your RCIC is a fraud:
The average amount that a registered RCIC charges between 2000-4000 Canadian Dollars. An honest RCIC will not guarantee the success of your application, because they will not be the ones to issue the visa. They can only guide you in getting the right documents and in the correct format in the best possible manner that will ensure easy passage. They know how to package your application.
You can also find further information by joining immigration forums. There you will find people who successfully used a particular consultant and they will be able to recommend them to you. If a consultant charges in the range of $10, 000 CAD and upwards, then that consultant is probably a fraud. In a case like this, $10,000 CAD seems to be the primary objective of that consultant and he will pass the bulk of the blame on the applicant if it fails. Be wise, immigration fraud is real.
If someone charges $10,000 for an Express Entry application when the average runs between $3,500 and $5,000, you should also think twice about their business model.
As in any other area, be it finding a doctor, mechanic, plumber or hairstylist, the best way to go about it is to ask for recommendations. Are they happy with the result, the process, how much they paid?
After you get the names, search for them online. Once you have established that they have an online history. Remember Google is your friend nothing ever written online truly disappears, thoroughly check their website. Most consultants will have one either their own or in an association, even for the purpose of just being searchable online. Some consultants mostly senior ones, work by referrals only, having accumulated enough business during their years in practice.
Once you have read the advertisement or browsed a consultant’s website and their RCIC number, you have to ask yourself these important questions:
Compare the different online searches: there have been instances when scammers have copied reputable companies, putting entire fake versions of these websites online. In this case, a legitimate business website for the consultant might have a “beware of fraud” warning. This is a clear sign that you are in the right digital space. Sometimes consultants have their business address and e-mail posted online in other databases; do your research and write to these email addresses asking if the website bearing their name is legitimate or not.
If there is no answer and you really want to deal with this person in particular because of a referral, there is a “contact” feature on the ICCRC website. It shows each consultant’s name that allows a prospective client to write a brief message to the consultant through the ICCRC server.
You are not obliged to hire a consultant or immigration lawyer, to apply for a visa or for Canadian citizenship, but if you do, choose carefully.
RCIC’s do not have special connections with Canadian government officials and cannot guarantee you a visa. Nobody can guarantee you a visa.
If the RCIC promise to assist you with finding jobs while they have no recruitment license or list of licensed recruiters posted on their website, consider that a red flag. It is potentially immigration fraud. Remember: most provinces in Canada require a recruiter to be licensed.
In addition to that, it is illegal to charge a foreign worker a fee to find a job the recruitment fee is always paid by the employer.
You may have seen advertisements that promise work permits and guarantee high-paying jobs in Canada. Some offer scholarships to study at Canadian universities or colleges. In fact, using the services of people who make such promises may result in your application to Canada being rejected.
Canada’s immigration system is based on fairness. Every application receives equal consideration. No one has special connections, and no one can promise your application will be given special treatment or guarantee that it will be approved.

However, some applicants get stuck on the comforting idea that they would be able to physically go into an office and meet a human being there. Please keep in mind that the majority of Canadian immigration consultants practice from Canada; some consultants have offices in the UEA, India, China, the Philippines, or other countries, but only a fraction of consultants have offices outside Canada. So, why not to do a thorough research and contact a legitimate consultant directly, avoiding this middleman?
If the RCIC’s website displays multiple logos even those of the local business registry and Canadian Better Business Bureau but no consultant name(s). Although the ICCRC advertisement rules state that names of the consultants must be clearly posted on the website. This may be a sign that the company is just doing extensive marketing and subcontracting legitimate consultants to process applications. Putting considerable sales pressure both on them and on you. To earn a living wage at the rates these subcontractors pay, a consultant would not be able to spend sufficient time to thoroughly prepare your application; is that really what you want?

2018 seems to be the year to immigrate to Canada. The latest draw for the Comprehensive Ranking System (CRS) scores has, once again, reached a record-breaking low in 2018. The latest CRS draw held on the 25th of April reached a new low at 441. This is 3 points lower than the previous low of the 11th of April. Basically, this means that it is becoming easier and easier to immigrate to Canada. If this trend continues we may see even lower CRS minimums in the coming draws.
Following this new cut off, 3,500 Express Entry candidates were invited to apply for permanent residence in Canada. This is just as many invitations as the previous record draw of 2018.
This is not surprising seeing as Immigration, Refugees and Citizenship Canada (IRCC) is increasing the number of Invitations to Apply (ITAs) in order to meet the high target of 2018.
According to the Government of Canada’s new multi-year immigration levels plan for 2018-2020, the target for 2018 is 74,900 admissions through the Express Entry System. This is why we are are seeing lower cut-offs for CRS scores. Canada wants and needs more immigrants.
Once again the tie-break rule was used in 2018. This rule is used to determine who, of all the lowest CRS scoring candidates, receives an ITA.
The rule looks at the date and time when a candidate’s profile is entered into the Express Entry pool. It is quite simple to understand. If your profile was submitted earlier, then you will receive an ITA rather than people with the same CRS who entered the pool later.
For the previous round, the date and time used was December 8, 2017, at 10:25:33 UTC. This means that everyone with a CRS score of 441 who submitted their profile before or at that time received an ITA.

On 16th April 2018, Prime Minister Justin Trudeau announced major changes to Canada’s immigration policy that will make it far easier for persons with disabilities and their family members to immigrate to Canada.
The old immigration policy also known as “medical inadmissibility” due to excessive demand, the law, as currently written, allows the government to deny people residency in Canada because they or an immediate family member have a disability or medical condition that could place “excessive demand” on publicly funded health and social service programs. This often means denying residency to parents whose children have disabilities.
The new changes will, however, mean the government will no longer consider certain social service spending when deciding if someone can immigrate to Canada, particularly social service spending related to special education needs.
This decision is very helpful to immigrants whose children have intellectual disabilities such as autism or Down syndrome because it means their applications will no longer be denied due to special education needs and another social service spending that could be required once they arrive in Canada.
Canadian Immigration Minister Ahmed Hussen said the changes will take effect immediately. Families whose applications have been denied in the past due to special education costs related to a child’s disability will need to reapply if they wish to be considered under the new rules.
“After getting the good news – I was driving so I had to be careful – I was pretty excited,” said Samrat Saha, 38, whose family was denied permanent residency in Canada last May, because his six-year-old son, Rajarshi, has autism.
“We’ve all been waiting for this change for a long time,” he said. “Because disability is not by choice, it’s by birth, right? And I don’t think anybody should be discriminated against based on their disability,” he added.
Saha feels the end of the discriminatory 40-year old policy is a blessing. The old policy was introduced to save Canadian public resources, especially the public funded health care system.
With these changes, however, Canada will now no longer consider certain costs when deciding if someone can come to Canada. These costs include special education costs for children with disabilities.
The government said it will also triple the cost limit for denying someone based on medical conditions to nearly $20,000 a year.
Saha, a software engineer with an advanced university degree, said that this announcement meant he and his wife no longer had to worry about their future in Canada – or whether they might be forced to leave.
“It was a pretty exciting day,” he said. “I can now re-apply for permanent residency, which I am already in the process of doing. And, of course, now I will not be discriminated against and my son will not be rejected based on his disability.”
Canada is a land of opportunity, and these changes are viewed as opportunities, rather than a strain on government resources.

Vikram Rangnekar was a Software Engineer at LinkedIn Corp in Mumbai. Through this job, Rangnekar secured an H-1B, a temporary visa for high skilled workers in America. However, he had dozens of senior colleagues from India who’d been waiting a decade or more for their green cards and who still didn’t have them, after all these years.
